Call for Experts

DEVAID Limited, as part of a consortium, has been awarded a Framework Agreement with the European Training Foundation (ETF) for the provision of Human Capital Development (HCD) expertise services (May 2025 – May 2029). Under this framework, DEVAID is establishing an Expert Pool to support ETF’s operations in its partner countries.

The European Training Foundation (ETF) is the EU Agency that supports countries outside the EU in improving their human capital development, in the context of European Union (EU) external relations policies. Currently, ETF cooperates at country and regional level with 28 countries in the EU Neighbourhood, Enlargement regions, and Central Asia, and contributes to EU external policies and programmes globally.

Purpose of the Expert Pool

The Expert Pool will ensure that qualified professionals are readily available to support ETF assignments. Experts will be contacted when relevant opportunities arise to:

• Provide technical inputs for ETF projects
• Support policy advice and guidance
• Contribute to research, studies, and knowledge products
• Participate in initiatives at the country, regional, or cross-regional level

Being part of the Expert Pool does not guarantee assignments, but it ensures that your expertise is considered for opportunities in education, vocational training (VET), skills development, and other human capital initiatives worldwide.

Who Can Apply?

Nature of Assignments

Assignments may:

• Range from a few days to several months
• Be desk-based and/or involve field missions in ETF partner countries
• Be implemented individually or in teams
• Take place at thematic, national, regional, or cross-regional levels
• Involve interaction with EU Delegations, partner country institutions, civil society, and international organizations
